More or less. It would have to be a long process for it to not have any consequences.

I assume you could deliberately incite a communist/fascist rebellion and then ignore it as it takes over the country. But a government-led change wouldn't work unless it was very gradual/done by election. (IE Communist party elected to office.)

Exactly. However, the rebellion will cause problems on its own. If you ignore it, your generals may take control of the military themselves to put the rebellion down. That's if, you can get a rebellion started in the first place.

Huh that's an interesting concept. You can control all elements of the country? So if I say wanted the communist party (in no way affiliated with the country's leadership) to stage a rally at a site of a struggling factory or whatever, that's something I could do?

Sure. And if it breaks the law, be prepared for some riots! But again, along with everything I've been saying, whether it even starts depends on variables. I can't just say "Have the communist form a rally at Factory X and ---" and expect it to happen. It depends. If you focus on this too much, and it failing to start repeatedly, you'll get some nasty side-effects, and probably not ones that you want to deal with.

They won't be at all. The "Political Party" will actually just be their last name. Autocratic states may choose their policies at a whem, well, with some consequences of course.
