You mention poltical parties and monarchies. I imagine that autocratic states with no constituent assemblies will not be subjected to a party ideology, unlike constitutional monarchies?
 
You might want to add the player list to the OP. Just a suggestion.

More or less. It would have to be a long process for it to not have any consequences.

Exactly. However, the rebellion will cause problems on its own. If you ignore it, your generals may take control of the military themselves to put the rebellion down. That's if, you can get a rebellion started in the first place.

Sure. And if it breaks the law, be prepared for some riots! But again, along with everything I've been saying, whether it even starts depends on variables. I can't just say "Have the communist form a rally at Factory X and ---" and expect it to happen. It depends. If you focus on this too much, and it failing to start repeatedly, you'll get some nasty side-effects, and probably not ones that you want to deal with.

They won't be at all. The "Political Party" will actually just be their last name. Autocratic states may choose their policies at a whem, well, with some consequences of course.

He's still able to apply. He'll just be stuck with Belgium or Portugal.
