Summary: I currently own Lageta. In the castle management tab I am currently working on "workshops". Without a governor, it says it will take 758 days to complete the workshop. I then assign an Engineer as governor (Duwain the Engineer). According to Duwain's stats he is supposed to be able to complete castle projects 50% faster. That means I should be able to cut the 758 days in half. So the new completion time when I hire Duwain as my govenor should be 379 days, but it remains 758 days. I've tried to assign a couple other companions and see what happens, but the completion time is still 758 days. I'm getting no construction benefit from my governors.
How to Reproduce: Open saved game and go to castle management for Lageta. Look at the progress rate without a governor and look at the progress rate with a governor. You'll see there is no change.

Update. Jumped the gun on this one I guess. After leaving and coming back to Lageta the governor bonus seems to work. However, I will say something is still wrong. In previous versions of the beta, I was able to instantly see the governor bonus as soon as I assigned the governor. That is not happening now. So something is definitely different.

I uploaded my save file. Please let me know if you have it. I uploaded it right after I posted this thread.

@MArdA TaleWorlds
Marda, I am playing on verson e1.5.10. I am having this same issue again. I use a governor that provides a bonus for completing projects 25% faster. It's taking hundreds of days just to build a workshop. I will upload that save game and reference it back to this thread as well. But just in case they can't replicate it with my save file, here's a screen shot of what I'm seeing. In the image you will see the stats for Drusabalda the Wainwright, who is my governor. She has 25% increase to castle building projects and 21% faster building production. Not sure what the difference is between those two stats, but it sounds like they'd allow for much faster building than I'm seeing. You can also see the production on my workshops is 73% complete, but still has 261 days remaining for completion. I guess they are taking a lot of coffee breaks. I get that. I love coffee. Edit: Also, I removed my governor to see what it did to the production timeline. It doesn't change it. So the completion time remaining is 261 days with or without a governor. Maybe Drusabalda falsified her resume and really doesn't know the first thing about building things. I'm hesitant to fire her though. I don't want the union to sue me.

This isnt an issue at all. This is the game working as intended.
Loyalty below 50 will reduce the efficency of building.
In this case you have 0 loyalty.
Construction is 3 bricks pr day.

Get the loyalty up to 50+ and you'll see that everything works fine.
However your mouse over construction and you'll see that it have a severe penalty due to loyalty.

When you take over a city/castle etc, typically the loyalty is low, you must then build the Festival & Games and its not longer givein a passive while building, so you need to have that as the only for the effect to work.
Then you'll see that the city slowly will return loyalty.
In that regard you should use an Empire culture based Governor to get +1 aswell(the one you have now is Vlandian)
I'm not sure what Duwain the Engineer is based on the nametitle(as those can be used by Empire + Aserai, but I think Duwain is Aserai).
I often just hire 1 of each faction just for this reason to have a governor to get +1 loyalty from them to counter negative effects of me being the owner etc.

So yah this is working as intended not a bug.

You schooled me on that. I thought the loyalty thing just determined likelihood of rebellion and unrest. So, in a general sense I agree with you. But now something else is still bothering me about this.

The completion time of the workshop is 261 days whether I appoint a governor or not. So, while I see your point above, it still makes no sense to me that appointing a governor makes no difference at all. I went through my entire roster of companions and put them in the governor position. It remained 261 days to completion regardless of which one of them I put in there.

I agree the long length of time for production due to the things you called out in your post. But something is still a bit off with the governor thing.

The point of appointing a governor is that once the loyalty hits 50, their bonuses will apply -> thus it will speed things up ALOT.
Normally at 50% loyalty completion of workshop rank 1 is like 30 days? with an engineer you can do that in 15-20 etc.
(I dont recall the exact number on the top of my head + its also influence by the "production" value see those bricks on the pic that is 3 atm, when loyalty is higher it can be much much higher, pending on the prosperity, goods on the market, bonus from governor etc.)

Until you hit loyalty 50 all things will suffer.

I recently in my game got Seonon(Battanian), the loyalty when I got it was 49 and dropping, so I thus put a Battanian governor in place now it was 49 +0,88 loyalty pr turn so in 2 days it would peak at 50+.
However I then turned on the Festival & Games and now it was 49 +2 loyalty so the next day it was 50+.
In this case the time for orchard building at 49% was 20 days, however the day after once it peaked at 50+ it was 10.

So the first and only focus once you get a settlement with low loyalty is to get that up as fast as you can.
Thus festival & games is the only thing you should have in your build production(if you have others click on them so they are removed from the build list). Then get a Governor of the same Culture as the city to lead it to get + 1 loyalty pr day to counter eventual negative loyalty for you as owners culture(me Sturgia owning Battania is -3 loyalty pr day on its own).
Should you not have a governor as the same as the city, its actually better to have none until it hits 50, otherwize the governor will give -1 loyalty aswell.(some actually have perks that counter this mind you, I think its the spicevendor or swift(female Aserai or female Khuzait)(but its rng on where its placed so it may not be the case in your play).
