In Progress [Beta 1.6.2] Double contenders

Summary:
While doing the "Spy amoung us" quest, I ran into duplicate contenders. Two of the contender were there twice. Will upload a save file as well.
Had to do a video as a screenshot with pressed left-alt key didn't work.
How to Reproduce:
not sure how. happened before but not reproducable on purpose to me
