After failing the first part of the main questline the player will be unable to create a non-Imperial kingdom by speaking to Azargos after all conditions are met.
How to Reproduce
- Skip the tutorial.
- Capture a non-Imperial settlement.
- Speak with only one relevant lord about the first part of the main questline, exhaust dialog regarding it.
- Time out/fail the first quest, speak with Istiana, and collect the 2nd piece of the dragon banner.
- Speak with Azargos and collect the 3rd piece of the banner.
- Ensure all quest conditions are met for creating a non-Imperial kingdom and go back to Azargos.
The dialog option is missing that would allow the player to create a non-Imperial kingdom.
Additional Info
- If the player has the create/support kingdom quests and creates a kingdom using the clan menu, then leaves it without relinquishing their holdings, the journal will not update their status as an independent clan.
- If the player creates their own kingdom via the clan menu they can use the dialog choice for supporting an existing kingdom to use the dragon banner for their kingdom
- According to this reply from tobogdan, this issue also occurs when leaving a mercenary contract and then conquering a settlement. It can be fixed by entering another kingdom as a vassal and then leaving.
