Beta 1.4.1 Starving castles increasing troop count during seiges

Summary: Castle garrisons do not starve in a siege, and defender recruitment continues, causing a net increase in defenders over time rather than the expected decrease.
How to Reproduce: Siege a castle with few defenders (sub 150 in the known cases) that has 0 days of food available, watch defenders numbers climb rather than drop.
Quest/Settlement Name (if related): multiple castles, I have not sieged any towns, so I don't know if it happens there but I would expect it to.

The militia are increasing while the garrison is holding steady. Expected behavior is that both would drop slowly.

This has been case for last 2 to 3 stable branches even. It is militia increasing, which oddly uses different calculation and can easily increase, if it is very low, ie right after castle capture. The negative modifiers set by no food are outweighed by the other ones, leading to number increasing.

Militia should be stopped from spawning while castle is under siege, unless they magically appear inside.
