Summary: If an NPC is in a neutral town when a war is declared between the two factions, that NPC can become trapped in the town when there is an impasse between them and another hostile party nearby or in the same town. Villagers and caravans that enter the town will also become trapped until some event happens to allow all parties to be released. When a hostile party wanders by the town entrance, it can pull the attention of the NPC party that is not allowing the trapped NPC out. Once the NPC party of the same faction as the town leaves, this lets everyone leave simultaneouly, including the original trapped NPC. However, if the impasse continues long enough, the trapped NPC's party can begin starving. The NPC originally entered the neutral town in search of food and recruits.
How to Reproduce: Have an NPC inside a neutral town when war is declared between the two factions. A larger party capable of chasing off the trapped NPC must be nearby or inside the town to keep them from leaving.
Notes: The trapped NPC can have targets. In the provided example Serandon is attemping to raid Thersenion nearby, but he is unable to leave Rhotae because Saratis is preventing him from escaping. The hostile NPC that is preventing the trapped NPC from leaving can either be inside or outside the town. If he is outside, he will stand stationary next to the town "chasing" the NPC trapped inside. Multiple hostile parties can be chasing the NPC at once. Villagers and caravans that enter the town will not leave because the trapped NPC is presenting a danger to them. Sometimes the trapped NPC will list their activity as "Running to Rhotae" even though the town is hostile to them.
Save: Reload the save multiple times to see different outcomes. Sometimes Serandon will escape quickly, sometimes he will be trapped until he begins starving.
