No, I didn't use any mods.
Summary: You guys keep insisting that this is a modded game bug and insist on marking the bug as resolved. It is NOT resolved and it has nothing to do with mods.
How to Reproduce: Go to a Vlandian scene for god's sake, Ocs Hall, Drapand and Verecsand are all bugged, siege scenes included.
Have you used cheats and if so which: NO

Link to original post that went completely over your head, I specifically said most Vlandian towns not Imperial towns. And this bug is in the game since 1.9.0 flags, capes, cloaks are all completely static in keep and siege scenes.
