In Progress [BETA 1.1.0] Armies never rest in towns, and other oddities in their behavior

No, I didn't use any mods.
Summary: It doesn't seem to matter how many prisoners, wounded or overburdened penalty we get, AI armies never, ever go back in a town to rest and restock food. The only time they do go inside a settlement is in the case of a succesful siege assault or to flee a larger force. They never seem to go back in friendly territory at all, actually, so if you get a milion penalties to your movement speed you might never get a chance to sneak back to a friendly town to sell off all your loot and prisoners, since AI lords just swarm around the place.

This is severely aggravated by the fact that AI army decision making is completely bonkers. The idea of borders is completely discarded, the AI will try to take a settlement in the middle of enemy territory, but since a lot of the time it's incapable to prioritize it's mission they might very well spend the entire time trying to catch the smaller AI parties. Worse yet, sometimes they ignore allied armies in trouble, worsening the overall situation. I could go on and on, the army AI is overall barely serviceable.
How to Reproduce: Monitor army behavior across the map. Some areas might be worse than others.
