Windriders have the strong advantage of being mounted in regular battle, so once they start circling, they may be able to kill more Silvermist Rangers than the other way around. However, in a siege I'd wager all my money on Silvermist. Also, in a field battle, the D'Shar have to charge before they swing wide, unless you guide them, meaning the Silvermist can get several shots off before the circling begins.
Not only that, but you can improve the stats of Silvermist without worrying about facing them (except the occasional recruited and leveled up prisoner.) With Windriders, there is at least one unique enemy hero that has a lot of them, not to mention D'Shar forces.
(On the other hand, if you are playing as D'Shar, improving the Windriders helps your whole faction, not an advantage to sniff at.)
