Becoming a Mercenary Captain

In spite of being a long time player, I can't quite figure out how to become a mercenary captain (How long has that feature been in anyways?  I've only gone right for fealty).  I don't see an option in the kings diologue, so I can't figure it out.

just ask one of the lords for a quest and eventually youl be asked to be a mercenary
