I think that it should work like this:
The battle terrain should be randomized within certain limits depending on where on the world map the battle is taking place.
For instance when you're out on the plains you should almost always have very flat terrain, with few trees and while you're near a mountain a more hilly and rough terrain should be more likely, in a forrest - more trees and so on.
This would be great from a tactical standpoint as you could choose your battleground to some extent, being so if your party has lots of cavalry you may want to choose a flat terrain.
You have mostly infantry and being chased by a horde of Dark Hunters - take it to the mountains where they can't use their horses that well.
