How to Reproduce: get an army and go to a city or village

OS: windows 10
GPU: gtx 1070
CPU: ryzen 7 2700x
RAM:3200mhz
Motherboard: a-pro b450
Storage Device (HDD/SSD): ssd

only mod i use is character trainer to export/import stats

Actually you can also add, that now noone is recruiting in villages when you have your companion parties in your army. Even if you wait some time in contrary to cities.

If the recruiting in cities while waiting is intended design, then please apply to villages aswell.
