This may have been suggested before... anyways...
My suggestion is that instead of just having the choice of either attacking the bandits/camps or paying for free passage or alike, you have an option to recruit at said camp or if you encounter some bandits on the road. and instead of them just turning into recruits, they stay bandits, with different tiers, armors, weapons, skills and so on. Like the forest bandits in swadia, you have the option to make them infantry/archery/mounted and then upgrade them, forest bandits would for instance be best at using normal bows, while still being weaker than faction troops of the same tier, meaning a top tier bandit archer is as good as a vaegir being 2 tiers lower than him or something.
Bandit camps could also "grow" getting stronger, richer and such, and you could maybe do "bandit quests" at those camps and have them work kinda like a village, instead if you attack the camp you destroy it, and its gone, while some bandits may build or rebuild it at a new location, this location being random and not set at the same place like a regular village.
you can somewhat "join" the bandits, being an outlaw, and hunted by manhunters, but they cant conquer calradia like a normal faction. nor will the bandits ever dissappear. they can be supressed but they will return and might rob your villages. Also forest bandits may fight other forest bandits from another camp, or sea raiders or taigas or whatever IF they encounter them. meaning while the bandits have "territories" they can still travel to other places instead of only roaming in swadia or the desert and such.
I think this might help alot RP wise. Like if you want to be a Robin Hood like character or something
