Bandits and poachers have higher archery skill than top tier faction troops

I don't know if this is what the developers intended, but currently poachers and some bandits INSANELY powerful archers and are able to mow down many of my top tier troops who have shields as I move towards them. Meanwhile, my top-tier archers have nowhere near that kind of skill or damage. I think the skill level of bandits and poachers needs to be lowered significantly, or they at least need to be given lower quality weapons so they do less damage and are less accurate.
 
The game's balance is all over the place for items and NPCs both. It's pretty wonky, still. "Selag the Healer", a companion, is set up so that you really can't advance her worth a damn. She's decent at melee combat, but her healing is maxed out so she can't advance in her prime function to earn XP.
