Bandit-situation is getting out of hand. Needs looking into.

I'm going to move this to the tech support singleplayer balancing area so the campaign team can take a look at it.
 
Small bandit groups must come together and make a big bandit party under a bandit leader/hero. First of all their does will decrease, therefore it will be easier to hunt them. Second there will be less bandit groups on the map. Third it will be a challange for the player.
If they implement this bandits will rule the world. AI does not attack bandits and they respawn too quickly, including multiple hideouts in a small area.

They also gang up with each other even if they're different types. I've had sea raiders join with looters against me, like they're allies. Bandit types should be enemies with every other type.
 
At some point the bandits should start fighting each other. There ain't room in these here parts for the both of us.

At least Looters and Mountain Bandits vs Forest Bandits- most parts of the map they cluster up like that have all 3 types. I don't see them mixed together as much in the north and the south with the Sea Raiders and Desert Bandits but sure- where they have opposing groups they should fight sometimes- they already run around like crazy, having them avoid or attack each other won't change the look of the map much but will help cut down the numbers without having to introduce a new faction designed just to attack criminals.

It would also be interesting to add the possibility for players going the Crime route to curry favor with some group and eventually enlist them as Allies and they will Join player in nearby battles. They spawn endlessly so they will never go away- just thinning the numbers a bit. It could also be a valid strategy late game for a Crime player to work on getting their favoured faction of criminals to grow into larger groups providing a bit more backup in battles (not huge, the odds of more than 20-30 bandit close enough to a battle to join before it is over (unless it is 1000 vs 1000) are fairly low.
 
Also, hideouts don't have a cool down. I've killed a mountain hideout 4x in a row just by sitting there next to it. It comes back inside a day.
 
One more thing the algorithm to spawn hideouts seems to be broken or need balancing. I saw 5-6 hiedouts next to each other. I was also in situation where i destroyed hideout and it respawned next day in the same place so it's pointless to attack them.
This. It doesn't matter how much effort you put into vanquishing the bandits. They respawn faster than you can kill them.


I think the security of towns and castles should have a mitigating effect on the respawn rate of nearby hideouts and bandit parties. Maybe even a safe zone around these places that generate a spawn free area in between them when security is at its max.

Cool side feature, hideouts start existing in or near villages when the security is below is certain threshold.
