Voulgiers clearly need a bit of a buff more because now peasents compete with them, since they got a polearm. Peasents do more damage and have more health if you consider unit sizes in (18 for voulgiers and 26 for peasents). The thing voulgiers have going for them is that they have acces to throw weapons, wich can help but I still think peasents are ususally the better pick.

From a visual point voulgiers should have more armor. This might be an interesting way do differentiate them from the rest of the 2 handed weapon infantry support units.

Another thing you didn't comment on is that both Berserkers and Savages have access to anti armor weapons, while voulgiers do not.

But I think a bit difference in the strength of units that fill the same spots could be ok between factions. As long as it is not to much. It can give the factions character.
 
I don't play beta and don't intend to play multiplayer whatsoever, but if I were to make a rough guess as to why it was balanced this way... It's basically because of play style. The Berserker is meant to be in the enemy's face swinging his two-handed axe. Without a shield, he needs tougher defenses to last in that role. (Though I'm not sure why they couldn't have given him a hauberk...) The Savage, on the other hand, is expected to perform hit-and-run attacks, so his HP is lower to encourage this playstyle.

That's just a guess. Whether or not that's the right way to balance the game... That's another question entirely.
 
In practice all of this troops are used basicly the same way. And the differences in stats are only minor quantitive differences, so they don't encurrage a different play stile.
