The game reports that the level for improment on units is Borcha's level (or the highest level hero in your party) and NOT your own...I have Mercenaries at level 4.
The entire group has to be ready to upgrade to a new unit. NOt just one. I just happened to have 2 caravan guads at the time they were ready to upgrade to mercenaries.
