Need More Info Backstreets all empty

Summary: When I enter the backstreets, clearings, or any other gang gathering spot, it is completely empty. I remember there used to be gang members here to clear out, leading to the head of the gang fighting you, giving you loot, but now they're just empty.

This is the clearing of Hubyar, Clearly empty despite never even visiting this part of town.

GPU: Nvidia GTA 1660 Ti
GPU Driver Version: 461.72

RAM: 16 Gb
Motherboard: Gigabyte B460M DS3H AC-Y1
Storage Device (HDD/SSD): 1 of each, game installed on HDD

I have the same issue. The thugs just disappear from Calradia's towns.

Yeah they're gone. I liked them though. They're fun for role playing. I assume they removed it because it could be exploited to get rich? I'd suggest bringing them back but with lower loot, if that's what the problem is.
