At what fps can i run on very high

Hi guys, Am upgrading my computer and am wondering if these specs can run the game on very high my current pc lags so am getting a new one not just for mb at what fps?
Intel Core i5 4430
Mob:Gigabyte Z87-HD3
Ram: 8GB Corsair 1600mhz Vengeance (2x4GB)
NVIDIA GeForce GTX 650 Ti 1GB

I can't really tell you.
Just the processor seems a bit low.

Yeah, you'll probably want at least a dual core CPU, if that one isn't. I'm not all too familiar with processors by name alone. Although this thread should probably be located here.

Edit: It's also a pretty good idea to list the processing power of said processor, and the amount of cores.
