In Progress as a ruler ı cant give myself fiefs in kingdom decisions

at the kingdom decisions after ı conquer a castle or city ı'm not a candidate

You have more stuff then the other clans. "The game" decides the 3 candidates. It's not a bug, it's just kinda sucky to not really explain it or give you a "You can do this but vassals get mad" option.

Yes that's what we need, sure you can take it, but your vassals could rebel! However they never defend what they get so it's just an evil circle.
