Quite literally, you can fire an arrow into the heart of an enemy standing ten feet from you and the game will not register a hit. I'm not sure if the arrow just vanishes from the game at this point or travels through (and is therefore capable of hitting someone behind the bandit but further away).
I believe this is a problem exclusive to the higher tiers of bows and crossbows- eg, the longbow, khergit bow, strong bow, war bow, heavy crossbow, and sniper crossbow, because these bows have the highest velocity on their projectiles. I have not noticed this problem with the weak crappy bow you get in the tournament, or with any of the throwing weapons besides rocks.
The more velocity, the larger the minimum distance on the weapon. I am positive this is not a balancing feature, because the distances where the arrow passes through can sometimes be 15-20ft away, which is plainly insane. ._.
