I had to take a long break from EA, I wonder if they every added zero skill crossbows to the shops (I mean I heard there was like a .05% chance before, but I mean for real).

been a few weeks since i really played, but im pretty sure i saw one back then in a vlandian store.

Yes. Light Crossbow. Although some people still seems to have problem finding it in some of their games.
It's also fairly likely to drop if you fight Imperial or Vlandian troops.

Just logged into my save first vlandian city i visited (Sargoth) had two crossbows for sale, one that needed 20 skill and one that needed zero skill called Light Crossbow, as Hruza stated.
I find it amusing that you can't be bothered to just check yourself, and when people tell you that it's in game this is your answer. Would a screenshot help? There you go:

I think the city needs to have a woodworker of sufficent level, or maybe its iron worker, to be able to get it, but im not sure. Like late game armors, cities need time to prosper to actually make them.
