TaleWorlds.CampaignSytstem.DefaultPerks appears to be what generates these perks, but as far as I can tell they don't do anything and aren't tied to any other systems in the game. I tested a few of them (BowMarksman, for example, I changed the 0.1f AddFactor to 30f...) and didn't notice a difference.
Anyone working on this?
I figure TaleWorlds will fix it, but it feels like a low priority task for them to work on after improving stability.
