Anyone Know What I'm Doing Wrong?

I thought I had completed all of the steps to move on with the main quest, but only get the dialogue the "I'm still working on it" even after completing all of the requirements for either starting a new empire faction or my own non-imperial faction. I talked with both people and they say the same thing. I can make my own faction through the "Create Kingdom" button on the clan tab, but the quests still remains making me think that I still have not done the right thing for the quest. Every time I talk to both parties after making my own kingdom I still get the "I'm still working on it" response same as before. I have attached screen shots below. I Can make my own kingdom and keep going sandbox mode, but would like to finish the story and get this off my quests tab. What am I doing wrong?

Yes, known bug ... still not fixed. I had to use the "Create Kingdom" button too. I made my own dragon banner - golden Asian dragon on black background .. looks so cool.
