In a sense yes, the settlement cheats you can activate in the camp menu are there both for the editors and to balance the player and npcs a bit.

For tips you might want to read the FAQ and so on, I would say a basic start is:
  • Select a settlement
    • Don't choose one named Empt### as these don't have finished scenes.
    • If you can't decide save, go to the settlements, use the cheats to upgrade to see what they look like later, reload and go to your chosen settlement.
  • Travel the map to gather peasants, help heroes in fights (and hire some you can get), fight bandits to get experience and money.
  • Train peasants in your settlement as lumberjacks (wood for economic upgrade) and quarrymen (stone for military upgrade)
  • Either train peasants as soldiers (if you think you have enough of them, don't forget to choose a troop type), hire mercenaries (if you have the money) or get adventurers to join you.
    • To get mercenaries you need money, they get cheaper the more you hire them.
    • To get adventurers you need a high enough standing with that faction.
  • To get heroes to join you need a relation twice their level, if you have the money you can give then 1000 to increase standing by 10 as long as it's below 10, that way you can easily get low levels. Otherwise either help them in combat or join a combat against then and don't imprison them.
  • Upgrade your settlement whenever you can, you can conquer new settlements after four upgrades.

If you initiate combat your relation with the attacked party decreases.
If you are attacked there is no relation change.
If you help someone in combat the relation with the one you help is increased and you get no decrease with the other party.
Unless you hire all heroes of Custow one of them will become it's lord and create a kingdom, field patrols, create caravans and later conquer other settlements.
Custow starts with lots of peasants, for a long time some of these will leave the settlement as peasants, adventurers or mercenaries.
Charfield starts with lots of bandits and groups of these will regularly leave the settlement.

I have a question i might as well add to this, Itsd been about 200 days, I am the lord of Drunad(or somethin like that) and Im kinda lost, Like I have a pop of about 300, and I have all the stuff you knwo that I need and IM doing ok, but I cant hire merceneries, and everytime I try to talk to a hero like Nizar... I say something then he says something then it jsut says goodbye... ALSO i cant hire merceneries or adventureres.... everytime I talk to one or the other, the text thing jsut says... somethign abotu bad or good.. and its either atttack or goodbye in general... Help D:

Do you have enough room in your party?
You need enough space for the whole group you are talking to.

Ah ok that makes more sense lol, but what about when I talk to a hero? like in their village
It's the same when you talk to them in a settlement.
But sometimes I had a problem there that I didn't get the option to hire them while I got the option when I talk to them on the map. The problem didn't occur every time and I never tried to see what is the reason for this so I can only say - if you can't hire them in a settlement wait until they leave and try again.
