Well, if you have multiple people, it would be less likely to reach you at all, as more arrows mean a few would be more likely to hit the beast, and more likely to kill it.
 
Light government, of course.


A government should take care of the essentials; national defense, infrastructure, and **** off when it comes to everything else.

Theres nothing that pisses me off more than a bureaucracy with it's hands in all of your money, and has a say in everyones affairs.

Also, you can get more materials other than food from a larger animal. For example, if a guy's leg gets broken bringing down a large moose, they can use a few of it's bones to make a splint, or to make more weapons, when if you kill a small deer or rabbit, you just gets some meat, and maybe some small bones to carve for decoration.
 
As an idea.
A rotary leadership could be good instead of a democratic one.


Think of it as a succession game in dwarf fortress, after a week or so you give power to a random guy or get shot.
 
I'd prefer a smallish government. One that does not regulate private lives, but is capable of regulating the economy and the like. Also, one that is capable of maintaining a good military for defense.
