But not all of them fulfills my definition of "Capable Fighters" but let´s make it a choice for player(checkbox on management-screen) and let AI have some different criterias.
Probably some carrots are needed, in form of penalties or boosts for the defender without/with a fighting governor. (A risk of siege-phase surrender would be a nice risk for towns without a governor!! Governor providing "Partyleader" boosts during siegebattle is a nice carrot!)
