All gang territorities are empty

I searched up all the internet and i found nothing to fix this. I saw a lot of people having the same issue. Is there any way to fix this? Some people saying that saving in the settlements causes the problem.

I don't know how to fix it or what causes it, but I too have seen it brought up a lot. You might try searching the tech support section to see if people who reported this problem got an answer yet.
