Quick question: Me and a couple of friends were having a discussion the other day, regarding a detail about the age of consent-law. Is it only illegal for a person over the age of consent to have sex with a person under it, or are people under the age of consent not allowed to have sex at all?

Not allowed at all. Age of Consent means when you can consent to sex.
Also if you're 4 years older than you're doing statutory rape.

I think in Ireland its 17, whereas the UK is 16. So if I want to do a 16 year old Irish girl I'll just take her over the border.

That's what I was wondering. Not even with someone their own age? So you're essentially forced into a chastity belt the second you were born, only for them to grudgingly take it off when you're 16? (Or in some cases, even older.) That sounds like a pretty fundamental breach of an individual's personal rights right there, if you ask me.

Nothing, however I had of a few cases in the US were the judge gives jail time.
We go by, if she wanted you cock she won't sue you.
Just make sure to strap up and you're good to go.

Age of Consent here is around 13 years old. 

AFAIK, the def'n of age of consent is the age in which you can legally have sexual relations. Any younger, and no matter who you have sex with, it will be statutory rape. (Also AFAIK, as long as you're 13+, even a 100 year old can have sex with you). The question is, is it young'un to adult only, or both young'un to adult and young'un to young'un statutory rape?

Here the age of consent is 15 - we had a case where the adult leader of the youth division in a political party slept with a 15 year old girl, and he only got transferred from the youth division because member-leader relations are frowned upon.

Sex between underage people might be frowned upon by some, but it isn't punishable IIRC.
