Adding Npcs to scenes

I've tried the search a few times, but it wasn't so lucrative

I was wondering how to add a troop or character into a scene. if i for example would want to have more guards at the gate in a town
could someone give me a link to a topic that has discussed this? or maybe a guide?
or if someone would explain it to me, i would be wyearry grateful

Havn't tried it myself but from what I've read it can be pretty tricky..
