Acquiring Improved Items / Item Prefixes?

Is there a tweak to change the probability of improved items (balanced, hardened, lordly, etc.), or some sort of command or program that would create them? To be clear, I'm not talking about changing item stats in general, just the amount of items with prefixes.

Ideally, I'd like to see a feature added sometime that allowed interaction with the armorer. Rather than wait for the almighty random-number-generator to spit them out, it'd be nice to be able to order specific items at specific quality, perhaps with a premium cost and/or wait time associated. It could even be location specific, with orders for the best bows only being available in Vaegir/Khergit realms, for example.
 
Pretty sure rubik did the ordering thing for his Custom Commander mod for M&B, so it may turn up for WB once the module system is out
 
Yes, there were a couple of different mods for 1.011 and previous that altered the way in which you acquired higher-quality weapons. Once the module system comes out, I'm sure someone will do the same for Warband.

As it stands now though I don't know an easy way to tell you how to do it.
 
In a somewhat similar vein, how about a mod that prevents horses from being lamed, or at least makes it so that lamed prefixed horses recover back to their previous state, instead of becoming a plain horse? That last one could be done by the way way they made the heavy bastard sword, by simply making a new horse type for every existing horse type and prefix combination, but that's a lot of work. Any way to do it more efficiently?
