there should be more to it then simply declaring war, there should be a Casus Belli- a reason for war, and this reason should determine the behavior of the campaign AI. also, the personality traits should play a role on what Casus Belli they vote for. here are examples I thought of for Casus Belli:
- Liberation: a faction will declare war to gain settlements that have the same culture as theirs (as a side note this can be the type of war a rebellion declares).
Behavior: to focus on sieging those settlements and avoid raiding. will not want peace until at least one settlement is obtained or significant losses.
Other reasons for clan leader voting for: positive Honor trait, positive Generosity trait.
Other reasons for clan leader voting against: other faction does not have settlement of your culture, negative Honor trait, negative Generosity trait.
- Land and Fiefs: a faction will want to declare war if a vassal has no fief.
