Real simple: if a player chooses to wait in a settlement, any of their governor perks should be applied.

Right now, there are a bunch of high-level perks that only matter for governors, which means that players can't make use of them and companions very likely will never reach the skill level to unlock them. That makes progression feel worse than it should.

Having an option for players to get something out of their perks makes them feel a lot less pointless.

Agree. I see no reason why you should try to avoid the governor perks even if they have secondary's now. Remember there was something in the past build that you could stay for a while and your picture came up as an governor but cant remember if you got the bonuses implemented. So might got scrapped or still in the works who knows

I assume you mean if player waits in one of their own settlements, which has not any appointed Governor? Or should player override the set governor? Only if better in Stewardship?
