Common citizens of the kingdom are permitted to and encouraged to keep and bear personally owned arms.
Increases quality of militia troops, but raises loyalty threshold for (such as 35 and lower instead of 25 and lower) and chance of rebellion.
Cognatic Primogeniture
No direct effects. Clan leader is chosen from oldest heir of current, regardless of if they're male or female. Default for Southern Empire (because currently Ira can't actually take the throne).
Elected Leader
No direct effects. Leader is chosen by vote of clans every X years or following the death of the previous leader. Default for Northern Empire.
