I figured out why Horse Archers never fire and get stuck in the "running away" AI loop, where they get close to enemies and then run off again or get stuck in a wall without ever firing.

They only start to draw their bows when an enemy is in their FOV, so they are moving around in one direction most of their time, they never see enemies and therefore never start attacking. That's why in most battles they fire once every 30 seconds or more.

I suggest either giving horse archer AI 360 degrees fov, so they can target enemies while moving, or having the AI actually scan around for targets and not only look ahead all the time. Currently the only time the horse archers AI works is when the computer actually locks on to something and turns its head to look at it, and then sees more targets to fire at. But usually it just loses its target again while running off.
