I'm pretty sure it's not. I've shot people at damn-near point blank with their shield up and it did no damage.

It happened several times, but mostly I was using a heavy xbow against..I think heater shields. I doubt they were top-tier shields.
How many times?
If they were heather shields, I don't think the top tier ones are visually different from the low tier ones.

2. Your crosshair stays the same size despite prolonged aiming
3. It does a **** load more damage
4. It flies straighter over long distances, and therefore does more damage at long distances and is easier to aim
5. When you take a crossbow, you get a 1h and shield as well (the only archer to get this is khergit)

And considering the standard Crossbow is pretty fast to reload, and everyone goes in crappy armour, they are fine

This is just not true. Bows do similar damage, and my experience with archers suggests that arrows fly just as straight.

Or a bow takes 3-5 shots to kill someone where as an xbow takes 2 and POSSIBLY 3 to kill someone. I've played xbow since the game was released and it does much much more damage.
As for the penetration, the better the xbow, the better the chances, the better the shield, the lower the chances. I always run with the siege xbow and my shield penetration is almost 50% of the time unless the person has the highest shield(Which are easy to spot because of certain markings on the shield or other small signs), then it's 0% chance of penetration. But the xbow still does quite a lot of damage against shields so I fire a couple and then melee.

bows may do similar damage up close- but xbows dont lose damage over range nearly as quickly as bows do.
As an infantryman i can practicaly ignore archers shooting at me from across the map, but an xbowman? im in a whole world of trouble if he can aim and i cant find cover.

I am talking, of course, about the siege crossbow here (vs. the warbow).
As it is bows and crossbows do about the same damage to an unarmoured person at close range, while crossbows have the advantage at range and against people with armour/shields.

I'm not sure crossbows have a real advantage against armor. Both crossbows and normal bows do piercing damage. At least in my experience, armor helps as much vs crossbows as it does vs normal bows..watched a guy in leather take four crossbow bolts.

Regular crossbow then. Whenever I use siege crossbow unless they are wearing mail I know that he is going down second shot. Was penetration changed again or are people just noticing the slight reduction that happened three patches ago now? And I am am pretty sure that I can kill someone in free armor or naked in one-shot sometimes. Provided they are close. I haven't noticed a difference in penetration myself.

It could be that this shot was done at a decent range and I'm guessing power diminishes over distance. However, heavy crossbow is the first thing I buy.

As far as the last few change lists have stated, there has been no change to crossbow penetration other than the one that Beserker stated.
And I can say that crossbow penetration was certainly not removed, I have had many matches where I have been consistently penetrating shields (not even the lowest tier ones) with a heavy crossbow, and a siege crossbow practically gives me 100% chance to penetrate against all the lower tier shields.
