AFAIK the assets Mark7 released from Crusaders way of Expiation didn't include his shaders. https://forums.taleworlds.com/index.php?threads/crusaders-way-to-expiation-osp-pack.337081/
The only OSP animated flag shaders I can think of are those from The Last Days of the Third Age https://www.moddb.com/mods/the-last-days however, these are more restricted animations than those used in CWE.
