Need More Info 150 Roguery making bandits disappear

Summary: Since before 1.7 whenever you reach 150 roguery skill and get the "partners in crime" perk, almost all the bandits disappear, with just looters roaming the map. I tested this in several playthroughs and whenever it happens i just stop playing and wait a few months to check if it was solved. It has been like this for at least a year or more.
How to Reproduce:Reach150 roguery and pick partnerts in crime perk.
Have you used cheats and if so which: No cheats
