Need More Info 10 year Timeout of the main Quest

Hey Guys I read in the last Patchnotes that the timeout of the main Quest wasn't intentinally (I also was sure that less than 10 years shouldn't be enough but well) and because i am very far in the game I want to know if you got the quest back because i didn't got the Quest back

Are you unable to create a kingdom as well ? (I guess this is related…)
