Resolved 1.7.0 Alt-tabbing unpauses the battle

Summary: Alt-tabbing out of the game unpauses the battle
How to Reproduce:
1. Be in a battle, after deployment phase
2. Hit ESC or appropriate keybind to bring up the menu
3. Alt-tab out of the game
4. Wait a bit, alt-tab back in, notice things have progressed, menu window is no longer there
