Resolved 1.6.5 - Clan button to make a Kingdom is not showing

Ive just left Vlandia and kept 2 castles (small castles)
I am currently Tier 4
But i cannot make my own Kingdom - The Icon itself is not showing - tried to reload the game but still not there

They have change it.
You must talk with one of your governors to create a kingdom.

Seems weird. Depending on the situation I don't often keep governors at castles.

Hello, this is not a bug but the intentional design.

1.6.5 Patch Notes
Kingdoms and Diplomacy
Players can now create a kingdom through dialogue with governors.

I suppose I could set up a companion as governor, talk to him to start the kingdom, then take him back into the party.
