Resolved 1.6.3 beta - No charm XP and relation gain when donating prisoners

Summary:

from 1.6.3 beta,, no charm XP and relation gain when donating prisoners (lord and merc) to a town. Noted that the charm skill has not reached hard cap yet.

How to Reproduce: compare xp charm in character level before and after donating the prisoners. Also no relation gain notification seen.

I have noticed that the same issue has been reported in 1.6.2 and still in progress but i did not upload any save file.
I have uploaded save file (named "test") for this thread , if technical team needs it

i have sent an email to you. the save file in the email is now named "Amr test"

p/s:
my hero stays just besides lavenia castle (under my faction control) , you can try donate prisoners there

no changes before and after donating prisoners.

Charm level 243
XP points: 14162/32106
learning rate x10.88

however influence point is not affected
