Resolved (1.54 save moved over to 1.55) Kingdom decision button will appear for a second then dissapear

Its just what the title says as im going about my bussiness it keeps poppping up and the only thing i can think it could be is we recently took a town (i think during last version 1.5.4) which was never given to anybody (it just said the decision was no longer vaild or timed out cant rember what the game uses) and weather its trying to do that idk

i dont have a screenshot as its hard to time right since it appears and is gone again in like 1 second
