Resolved [1.5.2 Beta] Deliver the herd has no option to give the herd to NPC

Summary: After bringing a large amount of steppe horse to the correct town/npc the option to turn them in isn't there. I can only keep them or comeback later. This is a problem as it is my own notable and they while get lost if I don't complete the quest and keeping the herd puts me too far in negative relation to get more quests from him.

How to Reproduce: Load .sav below and talk to the NPC for quest completion to see the missing option.

Yeah, I reported this behavior a few weeks ago and got a message later that they had fixed it with the help of my save file, which was gratifying.
