In Progress [1.5.0] Campaign map is not consistent at different zoom levels

Summary: When zooming in and out of the campaign map you will notice the land and water borders will change.
How to Reproduce: Start a new game on 1.5 and zoom in and out. Notice how when zoomed out the water layer start disappear

Wanted to add a bit to this. I realized my settings were custom and several settings were set to low, when i moved them all to high this no longer occurs. So i think it has something to do with the lower settings, maybe not a bug?
