Bush stoppage wasn't there prior to 1.4. Somehow 1.4 introduced it.

Maybe it was the same guy who created that annoying tree outside the steppe bandits hideout. Qarais the Wastes got stuck in it recently and we unfortunately didnt miss him until we ordered our fifth round back in Makeb.
