Resolved 1.0.11 Prominence perk is not working

I took this perk to balance my influence but its not working or am I doing something wrong?

I have the same issue.

I assume its because the skill doesn't work? It would be nice if they would just activate some of these perks that have little if any affect upon gameplay. I am in Beta 1.12 and still not working for me.
