unable to install

Hey guys, I just came on my PC this morning to play some Bannerlord but Steam wants me to install Bannerlord when it is in fact already installed (I was playing just last night). Attached is a picture of my problem. If anyone has any ideas or whatever then please let me know. Thanks. :)

I was unable to completely download either the most recent update (e1.3.1) or the one before so I uninstalled the game. I have attempted to re-install the game several times but each time only a few MB will download then it will pause. When I push the resume button it downloads a few MB then...
