I think that we all can agree that some sort of optional troop training must take place, unless we want to see hordes of recruits bashing each other on the battlefields. In that referrence, why not give xp to troops, that participate in the alternate resolving of quests...
Not having any level in modding, I made my the concepts of training warriors. Translated the text partially into Google.
Highlighted different things, red way on the menu and its importance, yellow is the information, green is in question.

Is it supposed to be that when you upgrade a troop that already uses a horse, like a mounted archer, it requires another warhorse. This cant be right as it makes it even more costly to level up the troops even more. They already have a horse why do they need another to upgrade to the next troop...

The 'Raise the Meek' perk doesn't really seem to be doing much at all, and the only real way to train troops is to fight looters and the like, but you gotta catch them first. When you have enough horses in the inventory it's easy as hell of course...
