The option to keep the herd can be chosen, but the herd is still removed from my inventory, I get no reward and fail the quest as if I stole them, but I don't have them! Just load this save and deliver the herd to iron monger NPC and choose to keep them. If there's some detail I'm missing let me...

In dialogue with notables number of items that need to be delivered appears to be off by 1. Later I will try to find out which way it works (if it's +1 on the receiver side or -1 on giver) and I will update post.
